The population census is a vital key of data source for government’s planning, monitoring and evaluating development, social scientific research and policy development, providing a snapshot of demographic and social life in Timor-Leste that helps inform government policy at local and central level.

Dili, September 12, 2018 – The General Directorate of Statistics (GDS) under portfolio of the Ministry of Finance recently provide three days of internal training to GDS staff in order to conducted pre-piloted for a newly translated questionnaires to testing its formatting and content for two days of fieldwork. This is a primary way in preparing the systems of collecting of data preceding to the 2020 Timor-Leste Population and Housing and Census. All of this activities took place due to technical support or help from UNFPA as the main donor to the Census activity. The GDS is presently in planning for its first ‘digital census by utilizing the Computer-Assisted Personal Interviewing (CAPI) or Tablets PC’s’ in which will be held on July 2020. The Census 2020 Timor-Leste will first in time will utilized IT devices such as CAPI and Tablets PC’s to enumerate reformatted of census questionnaires.

Timor-Leste conducted the Population and Housing Census in 2004, 2010 and 2015 using Paper Questionnaires and now the objective of transitioning from paper questionnaires to CAPI/tablet PCs was to ensure higher-quality data collection and timely reporting.

A twelve staff of GDS after followed refreshing training on census questionnaires   in which was held in the General of Statistics Office after that they went down to the two selected Municipalities such as Dili and Liquica to meet with sucos chiefs to allow them to conduct pilot test questionnaires by using Information and Technology devices likes CAPI and Tablets Pc’s.

The result of the referring activity, the General Directorate of Statistics with the a necessary an information to guarantee that the census is better trained to enter population and housing data into the questionnaires, and that structural errors via the use of skip instruction, flows and preloaded, editing, and consistency of its data, beside that its keeps a record of the Global Positioning System coordinates of enumerated dwellings.
