Díli, 10 November 2020, the Vice Minister and Acting Minister of Finance Ms. Sara Lobo Brites, Minister of Agriculture and Fisheries Mr. Pedro dos Reis, Representative of FAO Mr. Dageng Liu and President of the Census Technical Committee of Agriculture Census and also current General Director for Statistics of Timor-Leste Mr. Elias dos Santos Ferreira officially launching census agriculture 2019, in which is very valuable for the government and public entity in TLS. The launching was took place at the Auditorium hall of Ministry of Finance.
In the especial occasion the Vice Minister and acting Minister of Finance Ms. Sara Lobo Brites said that, census agriculture is very important for Timor-Leste. In agriculture census will provide data and information to government and public entities to know better data in regards to structures of agriculture households, rural development and quality of life of agriculture people in a rural area. The development of agriculture sector which is as a principal sector for economic development of Timor-Leste and to improved policy and planning for agriculture development based on data and updated information in order to increasingly agriculture, livestock and fisheries products in this nation.
Ms. Brites emphasize that, “Develop agriculture sector in a way to contribute to rural development, diversifies economy, creation of jobs especially in rural areas, in a mode to upturn yield of agriculture as well as will contributing for reducing poorest in Timor-Leste”.
This government member wish to providing details information concerning to 2019 census agriculture results by showing that, there is 66 % of households with agriculture holdings to households listed 141,141 from total number of households listed is about 213,417. This means that, agriculture sector is very-very important in the process of development of Timor-Leste, as you may know that majority households still depending on the mentioned sector. Area of all household agricultural holdings including homesteads is 216,180 hectares and from institution part is 3,070 hectares. This information is important in way to know utilization of land for agricultural products. It’s also really interesting to know that, there are 15% of agricultural households are leading by females and 85% agricultural households are leading by males. This is valuable information that development of agricultural should be consider as an existence and participation female in this referring sector.
Final results of census agricultural 2019 deliver to us that, there is 60% of households are involving in activity of aquaculture and from this total, there is 25% don’t have boat. Data shows to us that even Timor-Leste has more potency for sub-sector of aquaculture, but the participation of households in this sub-sector still low and still utilized traditional fishing. In the other hand 28.2 of agriculture households are not attending school, 27.6 in the level of primary education, 13.5% of pre-secondary education levels, 15.8% of secondary education levels, 2.2% of diploma education levels and 3.9% only degree.
The Vice Minister and Acting Minister of Finance Ms. Brites reaffirm to all of us that “this information is really important to define plan and strategy for extension programmed and mechanism in order to boost productivity in agricultural sector” the government still committed to promote policy based on evidence, so that data from agricultural census will be completing new data via the next round population and housing census that will be taking place in 2021 and also new data of “Timor-Leste Living Standard Survey (TLSLS) that will occur in year 2022. These data will allow us to know better the various components that layer in our society to analyse and to know many things, including agricultural, demographic and pattern life of the population.
The President of the Census Technical Committee of the first ever Timor-Leste census of agriculture and current as General Director of Statistics Mr. Elias dos Santos Ferreira affirm that, results shows to us that, the census of agriculture is very important as you may know that data that were collected from all households throughout Timor-Leste, in population and housing census about 80 per cent or more we called agricultural. But we have requirements that we should base on, for example if you are to be consider as agricultural you should have land about 0.02 hectares and or with minimum of 2 large livestock, and/or 3 small livestock and/or 10 poultry. Mr. Ferreira by also explaining that “If someone only have 3 poultry he/she will not consider as agricultural, only the mentioned requirements can guide us for know better our agricultural in Timor-Leste”.
During the launching Ministry Agriculture and Fisheries Mr. Pedro dos Reis officially by informing that, “Final results of the first ever Timor-Leste Census Agriculture (TLAC) 2019 will become as a guide for us all, thus Minister of Agriculture and Fisheries and Ministry of Finance and all of us will staple to this one in order to do an activities thus government is own programs in way move forward.
FAO representative Mr. Dageng Liu, Ministry Agriculture and Fisheries, Mr. Pedro dos Reis and also Vice Ministry and Acting Ministry of Finance, Ms. Sara Lobo Brites, they all would like to express their deep appreciation to the hard work of the team that have led and supporting the preparation and an implementation for first ever Timor-Leste Census Agriculture after restoration of independence. In particularly the great leadership of General Director Mr. Elias dos Santos Fereira (MF), Secretary General Mr. Cesar Cruz Santos and other technical people who are very principal as Mr. Claudino Ninas Nabais, Mr. Silvino Lopes, Mr. Ricardo Cruz Santos, Mr. Lourenco and all others who had dedicated their times and efforts to make the success of census agriculture 2019.
In the other hand Mr. Dageng Liu as FAO representative would like to express his deep appreciation to all important decision were taking by ex-constitutional government who have has promulgate funds for operational cost of first census agriculture of Timor-Leste with an exclusively 100% from state budget.
