Dili, 09 November 2019, The General Directorate of Statistics under portfolio Minister of Finance and together with the United Nations Population Fund (UNFPA) released 90 casual staffs down to five selected municipalities to commencing implementing piloting census for population and housing Timor-Leste 2019 in which is a commence date is from 11 – 22 November 2019 the duration is for two weeks long.
The Coordinator of pilot Census for Population and Housing, Mr. Silvino Lopes and Nicholas Jhon Mcturk from UNFPA share the same idea about the main purpose of the pilot census as to test questionnaire and all the other aspects of the planning. So, we will cover a percentage of enumeration area so, is about one percent of the country and the enumerators will use the tablet/CAPI (computer Assisted Personal Interviewing) and to test an electronic questionnaire, and then with that data we will look at the there is any issue with the questionnaire and you know some fox so we can fix before we do the census actual itself, and also we will conducting household listing, you know, so we can looked at how well covering all household and each enumeration area, and we looked at how long it takes to do one questionnaire, so we can then make the enumeration areas in the correct size, when it comes to census we can actually manage to complete the interview in time, within two weeks.
Mr. Lopes further explaining that piloting census population and housing 2019 is to test all instrument such as an electronic questionnaire, mapping and with these referring instrument we will measure the real census in 2020. In the process of preparing piloting census we have providing training during 5 days, the training commencing on 4 – 9 November 2019 to 60 recruited staffs and plus 30 staffs that from the General Directorate of Statistics who are recently working at 13 municipalities in country.
In relation to the process of training we have introduce new technology like android / CAPI (computer Assisted Personal Interviewing) to the participants, in this introducing also we have made a linkage among electronic mapping with the application in the CAPI so that easer to navigate enumerator and supervisor to identified each own enumeration area in field. In the pilot we have selected 36 EA (enumeration area) see details such as; Municipality of Baucau we have selected 8 EA, Aileu 6 EA, Dili 12 EA, Ermera 8 EA and Oecusse 2 enumeration area, so the total is 36 EA. All staffs or enumerators and supervisors are now conducting entry from house to house in the selected municipality to commence collect household information. Said by Mr. Lopes who as National Director for System and Report as well as Coordinator for piloting population and Housing Census Timor-Leste 2019.
In the same occasion Mr. Mcturk said actually UNFPA, we are not providing an specific funds for the pilot census, is fully by government you know that the technology site is funded by UNFPA plus the advisers and the technical support….But , yes it is a bite hard to quantified, because it is part of all the process of whole census.
A technical support expert from UNFPA and the General Directorate of Statistics to the census pilot said that the report of the pilot census for population and housing will be release on January 2020, but it is only for internal use not for publicly. So, from that report as a reference to technical people to do improve for all instruments whether for an electronic questionnaire instructions or logistical issues and so forth.
